RESPONSIVE ELECTRONIC ATTACK FOR COOPERATIVE TASKS (REACT)
The Responsive Electronic Attack for Cooperative Tasks (REACT) project is currently in its second phase, representing the continuation and evolution of the initial REACT initiative within the broader framework of the Air Electronic Attack Capability (AEAC). REACT II was launched in response to the European Commission’s call to enhance airborne electronic warfare capabilities and is funded under the European Defence Fund (EDF), thereby reinforcing European strategic autonomy and defence cooperation.
Building on the technological foundations established by the REACT I project—initiated under the European Defence Industrial Development Programme (EDIDP)—REACT II aims to transition from concept validation to the development of an airborne electronic attack system prototype. The REACT II Grant Agreement (GA), signed on 24 November 2023, formalised the commitment of the participating nations and the European Commission (EC) to advance AEAC towards an interoperable operational solution.
Spain, Italy, Germany, Sweden, France, Poland, and the Netherlands agreed that their respective contributions to the REACT II project would be managed by OCCAR, in accordance with the Programme Management Authorisation (PMA) signed on 22 January 2024. To ensure continuity, efficiency, and alignment with long-term strategic objectives, the Programme Decision (ProgD) signed on 14 January 2026 mandated the REACT Project to engage with the REACT II industrial consortium, as foreseen in the Memorandum of Understanding (MoU) signed on 23 December 2025.
On 3 February 2026, the OCCAR‑EA Director, Joachim Sucker, and the INDRA signee, Mr. Jesús Hortal Escolano, acting under a Power of Attorney granted by the other members of the REACT II Consortium, signed the Procurement Contract for this new stage.
The project will continue to be managed by the Small Programmes Programme Division (SP PD) at the OCCAR site in Bonn.
