Vilnius/Lithuania - 13 June 2025- The Director of the Organisation
for Joint Armament Cooperation – Executive Administration (OCCAR-EA) signed
the General Security Agreement with the Republic of Lithuania at
OCCAR's headquarters in Bonn, Germany. This milestone was followed by the
formal signature of the agreement by the Chancellor of the Ministry of
National Defence of Lithuania on 25 June 2025 in Vilnius.
This agreement is the culmination of a series of successful
negotiations between OCCAR-EA and the Lithuanian National Security
Authority, which began in March 2024. The discussions were characterized
by a strong spirit of collaboration, transparency, and mutual respect,
reflecting the shared commitment of both parties to strengthening European
defence cooperation.
Lithuania is already an active participant in the OCCAR BOXER
Programme, a multinational initiative focused on the development and
procurement of advanced armoured vehicles. The signing of this General Security
Agreement (GSA) represents a significant advancement in Lithuania’s engagement
with OCCAR, reinforcing its role as a reliable and proactive partner in
European defence initiatives.
Beyond its immediate operational implications, the agreement
establishes a robust legal and procedural framework for the secure exchange of
classified information between OCCAR and Lithuanian authorities. It also paves
the way for deeper cooperation in future defence programmes, joint projects,
and strategic initiatives.
This development underscores the growing importance of
multilateral defence cooperation in ensuring regional security and stability.
It also highlights OCCAR’s ongoing efforts to expand its network of trusted
partners and to support the integration of national capabilities into a
cohesive European defence architecture
