Bonn/Germany 13 May 2026 — The Organisation for Joint Armament Cooperation – Executive Administration (OCCAR‑EA) and the Federal Government of Austria have signed a General Security Agreement (GSA), marking a significant step forward in their cooperation on European defence initiatives.
The agreement was signed at OCCAR’s headquarters in Bonn, Germany, by OCCAR‑EA Director Joachim Sucker and Dr. Alexander Marschik, Ambassador of the Republic of Austria.
The signing concludes a series of negotiations between OCCAR‑EA and the Austrian National Security Authority that began in February 2024. According to both parties, the discussions were conducted in a strong spirit of cooperation, transparency and mutual trust, reflecting a shared commitment to strengthening European defence cooperation and security.
Austria is already involved in OCCAR-managed programmes through the participation of its industrial contractors in two key initiatives: HYDIS and MALE RPAS. The HYDIS Programme focuses on the study and development of concepts to counter emerging hypersonic threats, while the MALE RPAS (Medium Altitude Long Endurance Remotely Piloted Aircraft System) Programme aims to deliver a sovereign European capability for intelligence, surveillance, reconnaissance and target acquisition.
Austria’s industrial participation in these programmes highlights its increasing engagement in collaborative European defence efforts coordinated by OCCAR.
Officials described the agreement as a major milestone in Austria’s relationship with OCCAR, reinforcing its position as a reliable and proactive partner in multinational armament cooperation.
Beyond its immediate operational impact, the General Security Agreement establishes a comprehensive legal and procedural framework for the secure exchange and protection of classified information between OCCAR, Austrian authorities and relevant contractors. It is also expected to create favourable conditions for enhanced cooperation in future defence programmes, joint projects and strategic initiatives.
