OCCAR-EA Director Signs Framework Cooperation Agreement with Government of Romania


Bukarest/Romania 8 October, 2025 – The OCCAR-EA Director, Mr. Joachim Sucker and Deputy Prime Minister and Minister of National Defence of the Republic of Romania, Ionut Mosteanu signed The Framework Agreement between the Government of Romania and OCCAR (Organization for Joint Armament Cooperation). The purpose of the agreement is for OCCAR and Romania to establish a legal basis for participation of Romania in OCCAR managed programmes.

During his address, OCCAR-EA Director Joachim Sucker stated: “It is a great honour to be welcomed today to this important ceremony marking Romania’s association with OCCAR through the signing of this Framework Agreement.  This moment is not only symbolic — it is strategic. It reflects our shared commitment to strengthening European defence cooperation, enhancing interoperability, and responding decisively to the evolving security landscape.”

For his part, Minister Mosteanu stated "The signing of this agreement is a major step towards the armed forces’ modernization, an enhanced integration into the European defence system as well as towards supporting the national defence industry. It provides access to the state-of-the-art technologies and enhances cooperation with European partners."
